Dear Jan:

I have mailed another 12 chapters of the manuscript to you. As I said before, there is no urgency about the job you are doing on this, so please give your other activities the priority.

Also included is a draft of the kind of a statement that I think ought to be put in the issue of Reciprocity in which you publish the excerpts from the statement of policy adopted at Vancouver. The principal problem that you are going to have with the general run of contributors is that they have ideas that are based on premises other than those of the Reciprocal System. They don't seem to understand that this means that they are proposing a different theory, or more accurately, suggesting ideas on which a different theory might be based, as they rarely attempt to work out the details. At this time, when you are reporting the actions taken at Vancouver, you have the opportunity to define the publication requirements more specifically, and I believe it would be advisable to take ad.vantage of it. I suggest that you combine something along the lines of this draft with whatever else you intend to say about the decisions taken at Vancouver.
